The situation to this case is quite difficult. Technically the Apple Pay Engine is ready and enable (this was already the case for iOS 11). Given that something emerged shortly before the iPhone X keynote, that Apple decided to delay the start (might be that a milestone partner (e.g. Deutsche Bank) wanted on short notice) and left it out and didn't launch it.

With iOS 11.2.5 they continued to develop on the engine and left it enabled on the device side (the server side thing is upon Apple). My guess would be a launch close to the announcement (probably next week).



Apple was more less occupied with the development of the software for the iPhone X. It looked to me that they want to couple the launch alongside the new premium handset. It's called marketing.
Any idea what changed on the Dutch Apple Pay engine in 11.2.5?

I repeat myself those screenshots are absolutely no evidence of an eminent launch of ApplePay for Germany.
If you change to a region were ApplePay is supported already you’ll get the settings to add cards or  Pay Cash.
This is not new and exactly the way to implement a boon card to a German iPhone. Period.

As Apple is unable to charge extra (for common credit cards) in Europe (EU), do not expect APC to launch it alongside. Another issue is the conversion rate which makes it barely impossible at the moment to send money to contacts with different currencies. Overall within the industry Apple‘s P2P solution is still seen as in beta and unfinished.
 
You misunderstand the whole PSD 2 rule.
It does not allow so called surcharges but Apple would still get the interchange/issuer fees.
So it is not allowed to take a fee if you charge your APC card with a debit/credit but it will earn mearchant fees when you use your APC to spent money.

Apple needs to find a different way for implementation in Europe, though. The PSD rule basically makes it less attractive to offer a virtual DC extra for APC. But than again they need a card on where to store the money. The current implementation is far from ready for the European market.

What I don’t understand is why Apple is making bigger or smaller announcements for future Apple Pay rollouts (like for China, Italy, Spain...), and for others, we get to know about the rollout the day it happens.

Actually, Pay works everywhere in Germany since October 2014 even though it hasn't been offically launched here. My first ever payment with Pay was at REWE on the launch day. I have stopped updating the list of establishments where Pay works in Germany.

What I love the most about Pay is no limit on transaction amount without signing or entering the PIN. The most expensive I've paid with Pay was €450 at Saturn store. Only Galerie Kaufhof insisted on signing the receipt for any transaction over €25.

What peeved me the most was those clueless cashiers who expected me to hand them my physical card so they could 'inspect' and insert it in the reader. Saying 'Kontaktlose Zahlung' is like speaking in alien language to them. One had nerve to tell me that PIN or signature is more secure than contactless payment: Rather than accept her idiocy, I walked out, leaving the cashier to restock the unpaid €80 worth of grocery.

Nothing other than Apple won’t be allowed to charge you a fee if you charge your APC account via Debit or Credit Card. That’s all.
Interchange regulations are a whole other story.

I only refered here to the hurdle, that Apple may not grab any share of the loading the APC Card/ using the CC for APC. That‘s where Apple grabs the money from the customer using a credit card in the US. That‘s not allowed. In the end, the boon. DC is a look like of the Greendot debit card used for Apple Pay Cash.

Greendot receive its share of the 3% used for transaction (load or send) to issue the card.
