How about fixing the issue that over 60% of my photos are missing on my iPhone after updating it to iOS13? I have a much of empty squares where the photos should be. No, it should not take a week to download from iClould as some said.

I have over 40k photos in my library, and I think it did take a couple days to populate the placeholder photos when I first updated to 13.
 
Installed smoothly on my iPhone XS. Fixed some raw shooting/processing issues I was having in Halide/Darkroom, yay!

So throttling that can not be turned off.
It can be turned off. "INCLUDING the option to DISABLE this feature"

For previous phones yes. They tend to add this feature a bit later in a phone's lifetime since none of them are likely to have battery problems in the first year.

Before i could download iOS 13.1 i had to agree with Apple's Terms & Conditions. I noticed that Apple says that if you have bought a new iPhone or iPad and you don't agree with their T&C's, you can return your device for a refund. Never knew that would be accepted as a reason for returning your device.

This was a strange one for me. I had it downloaded at 10:01am but couldn’t click install until a moment ago even though it had been done “preparing” for 35 minutes.

Yes. But you still only have the 14 days stated in the return policy. You can return a device for any reason within 14 days.
 
Just a reminder if you have the beta profile installed you will need to remove it to see the 13.1 upgrade.
 
In progress on my XS (remove beta profile and it showed up right away). 3.49GB. For some reason, though, my phones always asks me to make more space by temporarily removing some apps, even though I have 10GB free or so. I always hit cancel and it works fine.
 
50 mins after the release no luck for me. still show 13.0 as up to date on my iPhone, keep refreshing. My iPad is updated though.
