Having the same issue. Currently downloading iOS 16, so haven’t updated that yet.
Because I can't wait until Friday so this tides me over for a few days to get my fix!
Even though it isn't needed, it's always nice to have a fresh backup from the same OS you are setting up on.
That’s odd, I wonder how much we will have to wait before this problem will be fixed by Apple.
Yes I am getting that on my iPad now after updating it to 15.7. I imagine the App Store is congested because everyone is downloading the new IOS16 on their iPhones. I'm sure it will resolve itself in a day (if not sooner).
Something to play with while we wait.
I'd let it run through it's thing...plug it into power to make sure you don't run out of juice.

That happens when the device gets too hot. At least that's been my case in the past.
So you have this problem, but you are still on iOS 15? If so, it is related to the servers, not to iOS 16.
