I was able to get it back. I pushed Volume up, down and then press and hold until the phone turned off and then back on and it reverted back to 13.1. I’m going to hold off on updating.

Android OS Fragmentation isn't Google's Fault. Android is released by the Phone Hardware Carriers, and they're the ones dragging their feet on providing updates to the phones..

I still think it is Google's fault. Android should have been designed to update and upgrade like Windows and Linux, from some central repository,without hardware manufacturers or carriers having to do anything (nor being allowed to).

What keeps me away from Android is the bloatware that manufacturers like Samsung adds. Who needs multiple applications to do the same function (text, email, etc.). If I did go Android, I would only buy a Pixel. This is the same reason I hate Windows machines, the bloatware added by HP, Dell, so forth.

More bugs are in the release sadly. iMessages is not scrolling properly when getting or sending messages and badges for notifications are still messed up // hopefully they'll get them resolved soon // such a departure from the smoothness of previous major releases
 
On a roll with weekly updates but too bad stability probably won't come until 13.4.x.
Too true. I would so much like it, if apple would release their own update reviews on tube of the you. It will show that they really care and are transparent.
 
Still unable to use Split View with apps in folders on the Dock. They just evaporate when you place them at the edge!
It worked fine in iOS 12. (I reported it when on 13 beta.)
 
Have they changed it in iOS 13 so that you can no longer do iOS updates via a Personal Hotspot?! Mine couldn't do it for 13.0 -> 13.1 (I had to do a full update via iTunes) and now it can't do it for 13.1 -> 13.1.1. It's just sitting on "Update Requested".

If they have, that will be seriously annoying, because I'm overseas and have 4G unlimited data and have always done iOS updates like that in the past.
I think the apple servers must have been busy. Try again.

One question I will always have is why was the smartphone industry unable to move away from being beholden to the carriers for software updates and support. Apple was able to do it, why not the other companies?

Right. Because, after all, there's only one "Linux" out there. It's not fragmented at all.

Thanks for this, I was stressing about it just spinning on the boot screen for 90 minutes. Did the Volume up, down and then press and hold until the phone turned off and it rebooted back to iOS 13.0

Has anyone actually managed to get 13.1 working on iPhone 11 or is this just a small number of people affected?

That is a different kind of fragmentation and not a relevant comparison. Any computer user can install and upgrade whatever Linux distribution they want, whenever they want. Neither carriers nor hardware manufacturers have any say. An Android phone on the other hand is stuck with whatever version the phone manufacturer and/or the carrier grant it.
 
Updated to 13.1.1 on iPad, still can't send SMS texts to non-Apple people. Hangs for 3-4 min, finally get a "Not Delivered. !" prompt. (WiFi is working fine)

When are the manufacturers (Samsung, Google, LG, Huwaei, etc) "beholden" to the carriers for software updates and support? When is this happening?
