Cached content is a feature of Mac OS X server. I'm not sure running OS X server is a valid workaround for this problem.
Yeah but I can just see the average user opening Terminal for the first time in his life... c'mon. This is a country --in the USA at least-- where every ISP tech support dude starts off "Is your cable modem turned on? That is the little black box over by the..."
Apple needs to put up an app manager where you dl the app to the laptop/desktop machine one time --same as if the function were still embedded in iTunes-- and apply it from there to your assorted iOS devices, which you connect via USB.
Otherwise with the tethered caching.... really, to have end users of a music app mucking around w/ Terminal commands -- and at that, as administrators? Just, wow.
I do, this is stupid. It's easier to download an app once to my mac and sync all my apps to multiple devices than to download the same app 3 or 4 times. Not to mention, I have a LOT more apps on my computer than the ones I use on my devices. I use certain apps for certain occasions. This just f's things up for no damn reason.

99.9% sure you're right. All it did was restore the OS, placeholders for the apps with the settings, and the device restored them from the store.
The files are there,but iTunes 12.7 will not accept them as input. Correction: you can drag them from Finder and drop it at the "On My Device" section.
If you need to update to iTunes 12.7 but still need iTunes 12.6 to sync apps, I have a solution in my reply.
I'm going to keep suggesting that iOS Apps have been moved to the the Mac App Store in High Seirra.
