Because you're on public beta. PB is always one digit off from the developer build number. (To differentiate the two)

Every year Apple stops seeding new Betas about a month before the GM release. They never add major new features between the final Beta and GM. That would be insane. And what would be the point if none of those features are usable?
There needs to be another Beta after the GM release, likely 9.0.1 beta 1. If the current iOS 9 Beta doesn't have Force Touch then the GM release on the 9th won't have it either. I believe the article you are thinking of only found a mention of FT, not full support.

Still doesn't mean that Force Touch will be excluded from GM or release and would require an additional update to add it. OS X 10.10.3 launched before the new 12" MacBooks launched and that included Force Touch support for it without an additional update to OS X to add it.

I understand that only the 6s and 6s+ will have force touch capability but you still need the software to support the new hardware which is rumored to be included in an update to iOS 9 after the new phones are released. Or are you forgetting how Apple Pay launched on iOS 8.1 and not with iOS 8 when the new iPhone 6 and 6+ were made available...?What? That's the funniest thing I've read in a while. Each release gets more features. It's not like you lose any with El Capitan. Fewer features is what OS X needs at the moment if it ever wants to reach Snow Leopard-level stability again, which would be quite refreshing... Hopefully by 10.11.3, we'll have a stable OS again.Only thing of interest to me is the split window management, and I guess the under the hood Metal stuff is always welcome... but man, it seems like each OS release gets less and less features. Shouldn't it be the other way around? And let's hope that this doesn't introduce new WiFi bugs etc.
