There could be many reasons such as
Camera units is not capable of capturing full res images at a high enough rate
The memory might not be up to storing the data
The CPU might not be up to processing all the photos in real time (this could well be a most valid reason). It may well work but if there is a 2-3 second lag while it does it they will not support it as they will get so much abuse from people saying the new OS is laggy etc
This video of HTC Zoe on the HTC One probably gives a better idea of how this will work. They are quite fun - initially they were a pain to share though (as only the dedicated player knew what to do with them) but I think they fixed that problem in later versions.

That is what Apple want you to believe.
The reason is far more simple: Apple want a lame excuse to push iPhone 6 and 6+ owners to upgrade for what is essentially simply software features. And you are buying their incredibly transparent and crappy excuses.
Same reason Siri isn't available on the iPhone 4. Utter bull. All it needs to do is record voice, compress and send to the Siri server, which does the analytical speech processing.

Why am I not surprised to see complaints about the 16GB capacity issue. Please folks stop being cheap and hoping that you can get a 32GB iPhone for the price of 16GB. This topic has been beaten to death so many times. BTW, trust me, 32GB won't even cut it if the pictures with Live Photos are 2x the size. I have the 128GB iPhone 6 and I've got 32GB left on it. If Apple gives you the 32GB model you'll then start to cry, cry, cry "Oh why can't Apple just make 64GB the entry level model? Boo hoo hoo!" It'll never end with cheapskates.
Cheapskates, eh? Why don't you come over here to Europe to check how much we pay for even the smallest capacity iPhones, especially after the latest price increases for the 6s generation? It's not a question of being a cheapskate or not but more a question of buying bloody expensive versus ridiculously expensive.

You know you can switch it off?If I get twice the storage space occupied in a shot, I'd rather have twice the resolution and clarity rather than the excess stored being surrounding video. It's kind of like the imposition of Apple's idea of what constitutes a Kodak moment in every pic you take.

You can go back 10, 15 years and you'll hear the same complaints about the amount of RAM their computers shipped with. Or about the wimpy graphic cards (a complaint that has stayed with us for as long as I can remember).I disagree. Sort of. I think the truth is somewhere in between. I'm convinced (from all I've read about the company and the man) that Steve Jobs was absolutely driven by the desire to produce great products. 'Insanely great' were his words, and I think he believed them with absolute sincerity. When things went wrong (MobileMe, 'antennagate', etc), he took these things to heart. I think Jony Ive is similarly driven. That doesn't mean I agree with all their design decisions—I don't. But I think there was, and is, a sincere desire to produce great products, which is still very much at the core of Apple's culture.
However, there is always pressure from the shareholders and beancounters to make shetloads of cash, and that has to weigh on Tim Cook's mind. So here we have the evidence: a 16GB base option that, as others have observed, looks to be intentionally designed to push those who know better up to 64GB when 32GB would do. I agree with you though that this is frustrating. People notice these things, and it lowers our opinion of Apple as a company. It seems like Apple has lost a lot of 'love' in recent years through little things like this, not to mention the declining reliability of software. (I've been an Apple customer a long time, and I've never witnessed a period of more frustration and bugginess.)
To the people who complain about others upset over 16GB: We're upset because it's shady tactics and it's unfair. Apple KNOWS 16GB is nothing especially with this new feature, but makes them anyway so people buy the more expensive model. Same with the iMac 1.4 GHz. Who needs that? An iMac should be a powerhouse, not on par with a laptop. They purposefully make junk versions of their stuff so they bump up the price on ones that are actually worth a damn. They REALLY should make 32GB the entry point, it's not like higher end models have more features.
