Hmmm, maybe. I would think they might for a first party title like CP2077, especially if Steam is doing it. Steam does this as a matter of policy. If you bought the game on the pc and there’s a as Mac version you can download itGOG would be more likely than Steam to do that...

No knock on GOG just that it’s a known thing in Steam
There is only one exception that I know off: CoD Black Ops Mac edition (no longer available).As you said, it's a policy and I can't think of any exception where someone had to buy the same MacOS game on Steam after buying the Windows game on Steam.

With no RT and MetalFX upscaling, I'm not sure you would be able to tell the difference (visually) between the two.
