on technical support chat with AT&T. One thing, she says old phone must be off to activate. will update.

Possibly something here. I pulled the SIM out of my 3GS to swap when the 8 billionth try failed and it's still processing. It's long past the 3 min window but it's the 1st time I didn't get the activation pending message. Will update for others.

From your old phone dial 611 and system will automatically recognize that you have updated the current phone and will ask you few questions to validate your account. once you answer that it will ask you to leave your new iphone 4S turned off for few min.

After 5 min turn on your phone and it will be activated.
 
2 Hours later of trying it through itunes and the phone it finally went through and we are restoring. The working attempt went through on the phone.
 
So mine went through activation, 2 hours of "restoration," and then it gives me an error saying that the phone is not yet activated. Plus, it didn't restore from backup at all (using connected iTunes). So much FAIL.

Now it's trying to restore from backup again. This is the Verizon network, btw. My AT&T phone is still working.

after 4 hours finally activated ... in NY have an unlimited plan ... upgrading from Iphone 3Gs ... finally tried powering down my old phone completely and tried activating on Itunes ... tried once and no luck and second time after powering down the 3Gs it went through on Itunes. keep trying everyone

Is this for business accounts? or anybody can do this?
 
I finally called up AT&T and waited the 10min to get a rep.
He asked for my MEID# (?) and said that all I needed to do was activate it through iTunes. I told him I'd tried activating through iTunes, just on the phone, while taking a dump on the toilet...all to no avail.
He put me on hold and while waiting, I tried again on iTunes...nothing. Then I tried with the phone and all of a sudden it asked if I wanted to restore from an iCloud back up.

Fail. I doesn't say anything about recognizing that i updated my phone...
 
Gah.. mine was finally about to activate and it said it couldn't because I was using the wrong sim associated with the upgrade number.. wtf?! I thought peopel said I could just use my iPhone 4 sim in the new phone and wouldn't have to do anything with the new sim
 
I'm a new customer to ATT. My iphone worked right after activating through itunes. It was very easy. Works great on the ATT network

Doesn't work with phone bought from Apple with prior ATT service on a 4. I dial 611 on the old phone and I get customer service.

Interesting...worked like a charm for me. Looks like it's hit or miss with all these ways of activating it.

How are people getting cellular data connection? If I turn off the WiFi in my house my iPhone 4S just says I should connect to iTunes if I don't have WiFi.
