Not all webcams are equal.The XPS has a webcam too. So no, not only was the bottom chin not necessary, but neither was the notch.

FWIW, Dell's top bezel isn't quite a thin as Apple's. Apple's is now 3.5 mm, while that on the Dell XPS is 5.6 mm (at least it was in 2020, which is the latest data I could find).
