Those aren't stuck pixels.
Here's an easy test - choose a dark/black background or screensaver, and turn your brightness all the way up. A blue or green pixel will be visible from several feet away. Red pixels are less noticeable, but should still be very obvious from 18-24 inches. These will be visible under normal office lightning - you will not need to turn off any lights.
You can use this app to help, but it's not really needed once you know what you're looking for.
I've been responsible for the LCD displays my company sells for the last five years, and I've seen hundreds of panels with stuck pixels. None of them were only visible from a few inches away like you describe.
If you use the app above, you'll see how "bright" the green pixels are. A stuck pixel would appear to be that color, not faint or dim as you describe.
