Even if you put this data loss bug aside (which you should not do!) the whole thing is really bothersome for another reason:Though to be fair, this is not just "photos disappearing". This is a very specific situation of a photo sent by someone else that was deleted when you delete the conversation. Yes, it is a bug, but does not impact the overall reliability of iCloud photos which has been solid for several years now. I never lost photos from it.
I do hope that you are doing backups because the most common cause of losing photos is a computer dying or being stolen or human error(oops, I meant to delete those other photos). It is a good idea to have a local time machine backup to an external hard drive. I would also recommend an offsite backup using a service like Backblaze that backs up to the cloud and can be restored even if you lose your whole house.
I have not found a photo system that solves all of my needs to be convenient to snap and store pictures, simple to browse and organize. basic editing and also sharing. They all do somethings well and miss on other things. Apple Photos does well as a starting point as it is well integrated and a good place to store the photos. The newer versions do allow you to use other apps for more advanced photo editing. Photos does fall down in I also have google photos setup on my phone and use the free plan to upload all my photos as they are taken. They are not full resolution that way but you don't lose a lot and it is a good extra backup option. It is also fairly easy to share from Google photos. I'm not sure if it lets you setup albums and control access. not something I have need for.

I ran into an issue that was similar to this but with the Music app. I did a device transfer which included my 30 GB local music library. When I plugged in my new phone to my PC to do a backup, iTunes copied over the entire music library a second time. At first I thought it was replacing the files from the device transfer, but I saw my phone reported that I had twice the number of songs and 30 GB less free space compared to my old phone. Unbelievable.I have been dealing with a weird upgrade from my 12 Pro 256 to my 13 Pro 256 (iUP).
I did the device-to-device transfer, my 13 has ~229/256 GB remaining. On the 12, I had about ~185/256. So that 50 GB delta ha due curious. In digging, it appeared the Messages data on my 12 was ~15GB. On the 13, it was ~44 GB. WTF?
Several calls with Apple support yielded my next step: Reset and restore from my last 12 backup (something I look to get to tomorrow. ANYWAY...
Yesterday, I was saving some images from Messages on my 13, and they were no showing up in my Photos. So I ended up sending them to myself via email. Which is to say, I am seeing some issue with Messages and images, for sure.
Edit: meant to add... One Apple support rep told me "that's just how the 13 allocates memory now." Ummm, what???
Also, had I known, I would have preordered a 512. On my 12 Pro, 256 was just fine.
Edit #2: this camera but is HUGE! The lenses protrude shockingly far. My Apple silicon case helps, a lot. But naked... Insane.
I recall there were pissed of Samsung users and seeing some of them complain. Yeah Forstall was a d..k, but he channeled Steve's detail obsession quite...obsessively. Airplay hasn't been "right" since iOS 6. AirPlay 2 is "ok", but I need it to stay connected, not pass out after a few minutes and act like it never happened. Airplay 2 is just doing the same thing airplay 1 did from iOS 7+, but with more devices. That's not "better". Why does airplay stop when I put my device to sleep? It kept going in the background on my iPad (1st gen!!, the A5 chip!) with iOS 5. Played entire movies to Apple TV. Now, airplay is like a 90yr old man... zonks out as soon as it can and forgets everything in the room around it.We all love Craig Federighi but apart from his charisma, does he actually foster a culture where details matter? Apparently not. Apple’s software quality has never been great but it’s getting to the point of being ridiculous.
So far I'm not experiencing this...yet, but my God, this seems to be a train wreck of a release for many!

And this is what happens when a company that was built on in person collaboration is forced to send the majority of its workforce home, but then doesn’t adapt it’s own culture and policies to compensate.
Cook was aware that work from home was causing issues, that’s why he tried to bring people back in office despite its unpopularity. He wasn’t just being a jerk to be a jerk… the writing was on the wall and his managers were reporting more issues daily as a consequence. The failure on Apple’s part comes from refusing to accept the inevitable and trying to make a new paradigm based around work from home instead of trying to make work from home fit the current, because it’s not working.
