You obviously don't "come from" where Apple is...
No way they will wait that long. They throw out "fall" as a generic term, not an absolute. iOS 6 will come out between the 12th and the 21st.

1. Just thought I'd let the true developers worried about how their authenticated keys for iOS 6 know, Apple will be releasing the GM for developers this week. The official iPhone keynote will be next Wednesday (12th of September).

the next beta aka GM will be released after the keynote on the 12th not a min sooner.
Maybe not for you, but developers do get GMs before the public, it's how it's always been friend.
Historically, GMs have come out the day of the keynote. It has to be this way, because there are always unannounced features in them (last year, Siri. This year, longer screen support.)
you my friend are far from it, the last two major updates. ios 5 and ios 4, the GMs came out the same day as the keynote. not before.
theres always extra stuff that apple doesnt want leaked out before the keynote.
September 12th: GM for devs (no more betas between now and then)
September 19th: Public Release for everyone
September 21st: New iPhone released

GM is not a beta, it is final, public ready code. By definition and name.
I like the timeline, but when are pre-orders going to start? Sept 14th? Or right away?
Who knows, but perhaps Sept 14th is as good a guess as any! Perhaps even the 12th?
Yes I know. We(me being a developer will get it on the 12) the public won't have it till closer to the 21st.

A quick glance at my Mac bookmarks does not show any site reporting this. Who is reporting it?

Yeeeees, and it's announced at the keynote that the build "will be released to our developers, today". Developers do indeed get the GM before the public, because they release the GM on the day of the keynote and the public NEVER get a "GM", they get the public release alongside the new iPhone, via iTunes.
My bet is on the 14th for pre-orders as most, if not all, pre-orders have been done on a Friday for the iPhone.
