He did let it happen. iOS updates have always crippled older devices.

Agreed, that's what happened with my iPod Touch 4G. He was up and about when they messed up my device.
Of course, there were some folk who didn't notice any difference (like with the iPhone 4S and iOS 7) but later it was shown that the 4S indeed did take a huge hit in the performance department with iOS 7. Some people just don't notice things as others do.

I have iphone 5 and iPad 4. Iphone is about the same as ios7, but ipad 4 I feel is improved. Just feels faster.
Did you do a clean install on the iPad 4, or OTA, or something else?

After tapping the Safari address field sometimes the bookmarks popup won't go away.
Safari is noticeably slower.
LAG:
*Pressing the power button sometime results in a few second delay before the screen comes on.
*Double clicking the home button or using the four finger gesture results in a few second delay before the app launch is activated and it's so laggy that the animation is usually absent.
*Scrolling in Safari freezes
*I tapped an app icon which darkened for three seconds before the opening animation.
