I bought a XS Max this past weekend that appears to have this issue. Is it safe to say it’s not a hardware fault?
 
Just got an iPhone XS Max 256GB couple days ago and has been experiencing the same stutter issue (inactivity).
I've also found another stutter related issue within YouTube App. Whenever a 60Fps video is playing in YouTube App, I would experience horrible stutters when I scroll down to the related video section and comment section. The stutters would go away if the video is paused or the Video quality is lowered down to 480p or below. No stutter is experienced when a normal non-60Fps video is playing regardless of the resolution. Coincidentally, all stutters would be eliminated when playing 60Fps video if the screen recording is turned on. So yea, seems like another CPU throttling issue.

Got the same issue, but only with youtube. When I watch videos on Twitch for example, 1080/60 is working great. This must be an issue with the CPU throttling, because if I watch a video on youtube with 1080/60 and have screen recording turned on the stutter is gone. Same goes with all the stutters, if u have screen recording turned on the phone is just as smooth as my X.

This is the issue with YouTube. I am not getting this in any other apps expect YouTube.

It’s slow .. videos are stuttering , opening apps it’s stuttering .. it’s feels like my iPhone it’s running in full low power mode .. can someone confirm that ?

Why don’t you take your phone into Apple store and have them look at it. Beta 4 is pretty much flawless.
 
I didn't have stutter to begin with. It seems almost random from those who have stutter to those who don't. However when 12.2 is released max owners will get the chance to vet it out.

I don't mean to offend you, but I have been able to demonstrate this issue on every XS device I have laid hands on. I have had several people insist the issue didn't exist until I demonstrated it to them on their own phones.

I’m not offended. With my configuration I cannot demonstrate stutter in safari, Netflix or what have you. There is some stutter in obscure places like iCloud storage, but that’s about it.

Because it always happens after brief period of inactivity, my educated guess is that this is threading “issue” (if I can call it “issue” at all, for me it isn’t).

If I am correct, we can hope for a fix in some future updates.
 
Yes. My old 7 is way more fluid than my xs. I like how they optimized the old devices, but the new devices are completely forgotten
 
Turning on “reduce transparency” in accessibility settings got rid of the stutters for me...

But that’s hardly an ideal solution.

I've been using reduce transparency for years. I find without it the screen is too bright for me, as I have sensitive eyes. That may be why I don't see the stutters.

What? iPhone doesnt work out of the box and need tweaking here and there.
