Yes and it does not fix the issue, stuttering continues on iPhone XS with iOS 12.1 (release)
Same experience here. Although for the first minute or two I couldn't replicate the stuttering, a few minutes later it was there again.

iOS 12.1 made no difference.
 
So if Apple continues to ignore this, I would end up guessing it is a hardware issue.
 
Does anyone have a step-by-step on how to reproduce this stutter? I can’t seem to see any on my XR but I don’t know what to look for exactly. Would love to test this out.
 
Guys, we need to do something, we cannot stay like that with a stuttering device.
I am pretty sure that if no fix has been issued, this is simply because Apple is not aware about this.
Apple addressed (or tried to address) the "beautygate" issue and LTE problem because many websites reported these issues.
The stuttering issue is only discussed on isolated forum threads.
A first step would be that MacRumors reports the issue on the front page of the website. How could we do this ?

I’m by no means an expert, but considering the stutter is removed altogether when using screen recording, I have a hard time believing this would be a hardware issue. Who knows though :/

I still contend the key here is whether the screen is showing a static image for 5+ seconds. If there isn't (a progress bar moving, or the pulsing of the screen-recording icon), the stutter doesn't happen. It could be something like the GPU going into a low-power state if the screen is static for a few seconds, then the stutter occurs when it needs to reactive for an animation.

Yup, I think that's the running hypothesis here, but there's no reason to believe that can't be corrected with a software/firmware update.
 
Apple just released iOS 12.1.1 beta 1 - 16C5036c

Maybe that version fix this problem...
 
Actually it’s there but it seems reduced. It’s really so minor I don’t get the big deal tbh.
You have to try to do it by waiting 10 seconds. Who waited 10 seconds on the app? Usually you are doing something active anyway.

Couple of things

1. Reading. I do this frequently on my phone, and it's not unreasonable that I would take my finger off the phone while I do it.

2. This problem doesn't exist on my 2015 phone. I didn't pay $1k+ for an upgrade to settle for "not a big deal" performance problems that don't exist on iPhone 6s.

I’m sure it will be fixed in an update. Apple seems to always have an issue with new hardware and a new iOS release.
