I definitely just got 5a347 installed, running and completely usable on my iPod Touch, without being prompted to pay for it. My iTunes balance still remains as it was earlier.
I purchased Jan software update. just incase that remains a variable.

now it says 1.1.4 is the current version!!!

I had tried to restore back down to 1.1.4 (i had been runing Beta 5a345) and it failed. I was then notified (while in DFU mode) that there was a update available. it downloaded and installed, with no prompt for payment.
