We don't know; all we know is that this version of Safari was apparently built against a future version of macOS that has a concept of a safe area of the screen. Whether that's used at all, and whether that's for a notch (or, perhaps, for rounded corners, say), we don't know.

Except that the betas already refer to the new display resolutions, which would not be the case if Apple is doing a separate build for secrecy's sake. So if the betas don't have it, Monday's computers won't.Monterey isn't out, so we don't know either way.
(And it could still be that Monday's computers get a different build than everyone else.)
