Well, yeah, that used to make a huge difference, but what we have now is Windows (dog's breakfast) vs. Mac OS (dog's breakfast with an after-breakfast mint).
Seriously, the difference in usability has effectively vanished over the past 5 or so years, not because Microsoft managed to do anything better after Win 7 (Win 10 isn't as nice as 7 in many ways), but because Apple's UI design, readability, consistency, feature-set, have usability has suffered so greatly during that same time.
There was a time not long back when using a Mac was, mostly, a joy, and when using Windows was stressful; a continuous struggle, even a fight, just to get the software to do what you wanted it to do. This difference is what set the Mac apart. Today using a Mac feels almost exactly like using a Windows machine.
It's not hard for Microsoft to look good when the only real competition gleefully fell on their own sword...
