So I get it now, apple doesn't want to cannibalize sales of higher end iPads and it wants to offer some entry level products at lower price points. I still think it's bad PR for apple.

The difference is not in the connector. Apple could have chosen a better chipset to support something like USB 3.2 Gen 2. The USB 2.0 speed is probably within spec.
Just wait until the official announcement...They will use slow USB C port out of spite even if for no other reason.

Don’t put the blame on USB-C. In this case, it’s Apple just being a cheapskate. Now, if we get inferior USB-C with the iPhone 15 and 15 Pro next year, then it’s more of Apple being vindictive rather than a cheapskate.This is why usb c is a mess, imo. True, although I wouldn't put it past them to end support for the Air 4 the corresponding two years earlier than the iPad 10.Anyone seriously looking at the 64GB 10th Gen iPad, pay $20 more and get a refurb 4th gen iPad Air 64GB.
Same cpu, same size, improved display, faster USB-C, Pencil 2 support.
Only thing you lose is a higher MP front facing camera.

I don't see the logic behind these arguments of "I don't need it so it doesn't need to be there". ProRes video recording alone should have forced Apple onto a high speed USB connection several years ago. The fact that the feature is already built into the A14, and the connector is fully wired up for DisplayPort Alt Mode means this is a gimping via software, all to force someone who wants a feature the hardware can physically do to upgrade to higher end hardware.People don't want to hear that. I haven't connected my iPhone pro to a computer in years. The Lightning port could have supported 10Gbs and it wouldn't have made a difference to me.
I also have an iPad Pro. It's also never been connected to an accessory. That's not to say that nobody needs the fastest speed supported by USB-C. But that also doesn't mean that everyone needs or expects the highest speed.
