The government has ALWAYS tried to spy on its citizens, legally or illegally. People are just too naive and oblivious to believe such facts.
Problem with the truth, no one usually believes it and it usually hurts.
The point is not the leaked information per se (which should surprise no-one) but the source of the leaks and the reason for them. The source of the leaks is WikiLeaks, so basically the Trump/Assange/Putin axis. The reason is that they are clearly at war with the US Deep State (the NSA, CIA, much of the entrenched state department, etc).

(basically those discontent with the modern world and the modern order).
This has happened before --- think Andrew Jackson for example --- but that doesn't mean it's going to be all Skittles and Roses. The fact that you may loath the CIA and NSA doesn't mean that Putin's worldview is a better replacement...
So what happens next? I'm guessing the Deep State opens up a two front war. On the one hand, Russia and WikiLeaks are going to have a somewhat harder time --- expect the "known but ignored" Russian operatives in the US, for example, to get their marching orders. On the other hand, Obama didn't order any wiretaps on Trump, but I expect there are going to be perpetual wiretaps on him and his crew from now on, with every damn slip he makes collected up for an eventual atomic-bomb-sized release to all the press of the world.
