I think it learns where you go. For me, I work in lots of different places, so it knows how long it'll take me to get home but not so much going to work.
Are you connected to WiFi or Cellular Data? I'm only running iOS7 on my old iPhone 4s, it's not displaying the traffic, but I can't hook to cellular to find out if that makes a difference.
Maybe one of you can test and see if it makes a difference?

No change, huh? Are you on an iP5? Weird how it's still not working for me on this old 4s of mine.
It will take going back and forth a few times between two frequent locations to get it to show up...and even during Beta 1 it didn't always show.
I turned off frequent locations because I felt like it was burning through battery.
Gathering location data is a power-intensive operation. It involves powering up the onboard radios and querying the available cell towers, Wi-Fi hotspots, or GPS satellites, which can take several seconds. Leaving the standard location service running for extended periods can drain the devices battery. (The significant-change location service drastically reduces battery drain by monitoring only cell tower changes, but the service works only on devices with cellular radios.) For most apps, it is usually sufficient to establish an initial position fix and then acquire updates only periodically after that.
Showing up for me, I don't see them for GOING to work, but I always see it when I'm not home.

Mines works now; how long to get to work; back home; even the gym which I go once in a blue moon ( maybe it lets me know how long to get home from anywhere )
My iphone 5 today view toggles has Next Destination instead of Traffic conditions. Whats up with that?
have yet to see traffic conditions/estimated time to home/work since updating to GM iOS7 release on my iPhone4S last week. Was working great in the beta releases - miss it, very handy. So anyone know how to jog the thing back to order? I have amassed lots of frequent location points but still no "right now..." updates in NC ;-(
Works for me. In the mornings, my phone tells me it will take me 25 minutes to drive to work under current traffic conditions, in the afternoon it tells me it takes 35 minutes to drive home. You need to populate your frequent locations first for the phone to understand your schedule and what to suggest as your destination and the traffic conditions.
