*sigh* Yes Dashboard can be turned off. You just don't ever turn it on.
For those of you complaining about Dashboard and think it can't be turned off, stop your whining. Go to the Dashboard and Expose system preference pane, make sure none of the corners are set to activate Dashboard, and set Dashboard's command-key sequence to nothing (i.e.: the "-" entry in the popup menu). Now drag the Dashboard icon out of the Dock. It will poof even though it's "active".
As long as you never activate Dashboard once, the widgets will not be activated and they won't take up memory. And once you've followed the steps I've outlined, it's impossible to even activate Dashboard anyway.
Also, to those complaining the lack of QE2D being activated (Quartz Extreme 2D) -- it actually might make applications slower. Not only that, but the software acceleration has been so improved with Tiger. (Read and learn.) So there's no reason that you need to rally around QE2D when you don't even know the benefits that it will bring.
*sigh* I swear, some people just complain without actually knowing the facts.
