So I found a way around this activate issue on Verizon YMMV.

Called Verizon and had them do the activation on their end, turned off the phone for 5 minutes. Restarted and now has LTE (may be hidden behind WIFI Signal bars - see below). Now, you !!!!MUST!!!! NOT BE ON WIFI TO FINALIZE ACTIVATION!! Seems that going through Verizon's LTE network is the secret Sauce to bypass the overloaded servers, its very likely they have a separate server pipeline for each carrier.

If you have connected wifi and cant figure out how to turn off, do this:
- Get back to the Wifi Network Selection Screen
- Hold the Power Button (aka Side Button) until options come up
- Select More Wifi Settings (It will go back to the wifi network list).
- Hit the "i" to the right of the network you are connected to.
- Select forget network
- Make sure you have an LTE connection in upper right.
- Click "Activate using Cellular Connection"
- And be patient it took 3 minutes for it to move to the next steps!
 
Damn, everybody is posting about being activated.. Starting to feel kinda lonely here :(
 
I got the phone number confirmation screen and now its pinwheeling at the top. Is that what happens next? It's been stuck like this about ten minutes.
 
Verizon here. I tried about 20 times with no joy. Read one of the posts on the first page about turning off Find My iPhone. I did that on my old phone, then restarted the process. It worked on the first try!

Contacted AT&T customer support chat on the website and right as I gave them my IMEI it went through naturally. Now it's updating to iOS 11.1 ^_^. There is hope!
 
Can someone help me? I can restore from a backup through iTunes just fine but I am never even prompted to activate my phone. It’s just a carbon copy of my 6S, works fine, just not activated and I can’t figure out where in the phone to go to start that process.
 
I was able to fix this in a few seconds by visiting att.com/activations. Just enter your phone number and billing zip code, then power-cycle the device after you submit. Problem solved.
 
I had the same problem. AT&T as well. I couldn't get past it and couldn't get through to Apple or AT&T. So I went out on a limb and did a hard restore of the phone which reinstalled IOS 11.1 from scratch. From there it was smooth sailing, no issues.

Interestingly before I did the hard restore via itunes, iTunes wouldn't let me activate either. It wouldn't even get me into the phone. So perhaps there is a bug in the activation portion that requires this? Not sure...
