They don't do it for every (beta) release, just when they have some information they think is more than just pure guessing, which might be often at best, and more likely just sometimes, but not always.

BGR reported it that morning, but I thought I heard it the day before. Could be wrong.

Well, Mavericks beta 4 is out, so I guess they were able to release a beta without the dev center. iOS7 beta 4 must've not been scheduled for today. Maybe next Monday!
