Both players were going for the ball on the penalty, Suarez was trying to turn with it while Jagielka stuck out a leg briskly and clipped him - I can't see that being anything but a penalty 9 times out of 10. Suarez may have known a challenge was coming but he is playing the ball and Jagielka has to be more precise than that. It's not a stone-cold penalty but not an obvious dive either.
