That's what I've been saying since August but everyone kept on telling me Apple didn't care and would release it when it's ready.
I don't think we'll have a silent update on this MBP otherwise it would have been released last week alongside the iMac.
They'll use those next weeks to get enough stock.
You've been seeing a lot of hopeful rationalization. I think I can say that now without seriously annoying anyone.
I think after the September event passed (and this was unlikely to begin with) it was pretty much clear that the rMBP would refresh with Mavericks. The machines will come with Mavericks installed because the optimizations there are tightly linked to Haswell's low-load power efficiency. Apple can use the combination of the two for claims of significant battery life improvements.
They'll also be able to show the machine not lagging on things like web page scrolling, another Mavericks improvement (more GPU acceleration of desktop rendering tasks).
