Well that depends what it does, obviously. No idea how anybody here is answering yes or no without knowing what the hypothetical offer is.
More interestingly, if they do this, they'll be obliged to ensure competitors are able to offer their own AI services with the same level of hardware and software access Apple's has. Apple can't argue "it's a built in, inseparable feature of the device" if it's a paid extra.
