Oh dang! I missed that article! This is good news and now I'm really hopeful we'll see it in time for people that get their hands on the new phones tomorrow. Will make it way easier to setup the phone as a restore from an icloud backup of a 13.1 b4 backup :) Thanks adrianlondon!

Then your probably not using the mail app, because that's plain broken and other than that I suggest you check the IOS 13 subsection of this site to see all the kind of problems people here are noticing.
I am well aware of the issues some are having with the email app. I am not one of them. I have had no issues with the email app with any of the 13 or 13.1 betas and I use the app multiple times a day.

The email app is not "plain broken" for everyone.
 
Guess they sorted whatever problem they were having. Better to give conservative estimates than to have something end up like AirPower. I've only had iOS 13 on my iPhone XS for 15 minutes but so far it seems better than my iPad betas did. Reviews on the 11 Pro said it had some bugs so hopefully this update addresses all of that. Mine isn't even supposed to get here until 27th-1st so there is an outside chance it might just ship with 13.1 if they are shipping them straight off the factory lines.
 
to bad this is not tomorrow would make switching to my new phone a whole lot easier
 
Movin' on up. 13.1 beta 4 has been great. So next 13.1 should be GM.
There is no "GM" for point releases. Typically the last beta can be the same build minus the beta stuff. Also I suspect there is no other beta for 13.1 either if its releasing Tuesday.

But for starters the iOS mail app is just plain broken in iOS 13.
Then your probably not using the mail app, because that's plain broken and other than that I suggest you check the IOS 13 subsection of this site to see all the kind of problems people here are noticing.
Not broken here. I have a work acct, gmail and outlook.com all being used in stock mail app and all seems fine for me as well.

There _is_ a footnote that says "Available September 24, 2019" but that's just indicating when the iPod touch (7th gen) will be getting iOS 13.

I do see that the iPadOS page lists the September 24 date but I can't find anywhere that the release date of iOS 13.1 is mentioned.

They had to put iOS 13 GM on the new iPhones weeks in advance in order to be able to manufacture and ship them in time for their launch date (tomorrow).
Old devices MUST have iCloud backups on the same iOS version as the new devices in order to transfer settings.
Those getting new iPhones need to have their old devices on iOS 13 so it was released today, despite being somewhat buggy.
There are no new iPads being launched tomorrow and so with iPadOS there was no reason to release 13 for iPads. Those go straight to 13.1 when it’s ready in a few days.

So, I guess someone has to be the one to ask the obvious question...

What is the point of iOS 13 being released when a major OS update is being released like... 4 days later?

What does iOS 13 do that iOS 13.1 does not, besides coming out with apparently fewer features, more bugs, or inferior performance, and letting you have this FOUR DAYS SOONER?!?

Or am I misinformed, and it is iOS 13.1 that has, with respect to iOS 13, any one or more of:
- fewer features
- more bugs
- inferior performance

Or is this just to give people practice installing iOS versions that start with the number 13 in case that’s something one can somehow screw up and it takes extra practice?

I’m confused. Why are there two seemingly similar release being pumped out back to back?

Yes, iOS 13.1 is likely ready but releasing that now would mean that new iPhones tomorrow are on an older OS and would require an update before being able to install the iCloud backup of iOS 13.1. Sure, it can do that but it’s a lot less clean for the end user.

So clearly Apple knew many weeks ago that 13.0 would be buggy and 13.1 would need to be pushed quickly. Sooooooo why not just push the phone release back a week and release a STABLE 13.0???

With a world wide distribution network standing by to deliver millions of phones to people’s homes it’s really not possible to ‘push it back’ a week.
