Very quick tests with Safari, on iPad Mini Retina, after the install.
I did a mix of tabs from different sites, going back and forth and both scrolling the whole page and navigating links.
I had my first full page reload at 6 tabs, and another happened after I closed a tab, so 5 open.
I also noticed a "partial reload" of some type that I have not seen before. I navigated to a tab, the page was fully visible and I could scroll the page - but the loading indicator under the tab (that blue bar) was indicating page load. My page did not refresh, did not navigate somewhere else (for example, accidental tap on a link). It filled up and I continued to scroll my page. Perhaps it's a new form of cache or something (or even a visual bug).
Previously I'd often get reloading with 1-3 tabs. Too early to tell if this is just because of a fresh reboot (no memory leak at the start) or greatly improved behaviour.
edit: Obviously the pages used could influence how many tabs you can open. I navigated my bookmarks using sites that I typically browse to.
