Do apps like Instapaper need to be updated to take advantage of the Modern WebKit API? Or will Instapaper's in-app browser be as fast out of the box as Safari if the app is running on iOS 8?
 
As stated in another thread, it's there if you have message preview on. You won't see it if it's turned off, as that would defeat the point of having message preview turned off.

I have 8 GM on my iPhone. Seems buggy some apps wont work. ios 8 is coming out tomorrow. I wont get the downlaod ios 8 correct cause i already have it installed correct? I may downgrade to 7.1.2 and get the downlaod from apple.

Apps are reliant on iOS app updates, which will start to come out tomorrow.

If you have GM, that is 95% the same version Apple will populate tomorrow. Think it's only been once where the GM changed, but there was a second GM in that case.

By default my 5S counts the number of steps I take using the Health app. Is there any way to turn this off?

I don't believe there's a way to turn it off, but there's also no actual reason TO turn it off. It doesn't use any substantial amount of battery life due to the M7 chip, so why would you turn off free data?

1. Backup my iPhone 4 (iOS 7) to iCloud.
2. Purchase new iPhone 6 (iOS 8) and restore from iCloud backup.

However, I'm not sure if it is possible to restore an iOS 7 iCloud backup to an iOS 8 device. What's the best way to go about this?

Yep, it will upgrade your older iCloud restore as it's restoring. You will be fine.

You just can't go in reverse (say you buy a phone that has an older version of iOS on it than your current phone, which obviously doesn't apply in your case). When my 5S bit the dust this summer and I Had to get a replacement, they had to update it to the latest version of iOS at the Apple store, because it still had like 7.0.2 on it and it wouldn't see the iCloud restore from my dead phone.
 
Stupid question about Health app. Does it just take data from other apps and aggregate it for convenience? Or does it do its own stuff? Will it count steps and calories and track dietary changes etc, or do I have to download other apps to do those things and all Health does is store it in its own app?

Does both. Steps and that it does itself. There are things it can't do and relies on apps. So it's a combo of both.
