People, look at the intent of the program.. To make everyone happy, even those not in the 0.55%. And this is to address the signal issue, to make sure that everyone with a phone has access to a bumper or case at no charge. If you bought one, you get your money back. If you didn't and want one, you get one for free. If none of those options is satisfactory, you can return the phone.
So how does getting more than one free case help with the signal problem any better? It doesn't. Apple does not intend to give away any more than one per phone. I don't know why it appears differently in some cases (pun) , it may be like I said before, that it costs more to check than give away more bumpers.
But more likely, there's a problem with this ordering system too and they will correct it before shipments start. They went to all the trouble of making an app that only allows one for the phone it's on, so that tells you something right there.
And lastly, how many bumpers do you think have been sold? Half a million? A million? They really intend to refund all those purchases PLUS send those same people another one, thus clogging up the system and delaying shipments to others?
