Is this a general consensus or something just dreamt up?
It's been the case because usually Beta 1 is more visual and surface level implementations of the new iOS and then they start adding the big features in the future betas which often came with the big bugs. But as others have said, since this is more of a quality of life and refining release of iOS, it could be different this year.
 
Probably going to see beta 2 released today or tomorrow, so here is your annual reminder that beta 2 and 3 are usually more buggy than beta 1 (which Apple spends more time polishing due to the WWDC intro). Caveat installer.
100% this. Once released, I will give it a day on the what's new thread and see what people are experiencing. Beta 1 was been pretty decent for an initial release.
