Everything seems fine for me and looks great except for the fact that it seems notification services seem to stay on after the update. Can't get the little arrow icon to go away. Blah.
I have that too, my iphone 4 is draining fast, I did a clean restore and reset all content and settings. It also makes the iphone 4 laggier than it already is. I CAN'T FIX THAT DAMN SPINNING WHEEL!!!
For apps that constantly use your location (Nike + Move, etc..), these apps will now constantly use location services, even if you kill the app in the multitasking pane.
The only way to turn it off now is to turn off the app under "Background app refresh" settings.

Seems redundant.
Anyways, it's likely syncing iCloud data. If it keeps going, do a hard reset (hold home and power buttons together until the phone restarts).
No no no. Yesterday night when 7.1 was released, I did a clean restore with itunes and today at school I noticed my 4 was really laggyand choppy and I noticed that wheen spinning and I turned off the 3g. After 6 hours, I got home, connected the iphone to wifi and the spinning wheel started again. My iphone lost 30% battery,than I did a" reset network services" not "reset all content and settings" (I wrote tat wrong) and now I restore again.
I also see that if I disable transprency, the dock has now a more chocolate color and the folders are bigger and really laggy.
Reduce White Point Glow
I loved the idea of the reduce white point option and it looked like it worked OK in the video. When I try it on my iPad Air, the white parts glow florescent light green some times, but not always.
It Looks bugging'. Am I the only one getting this as I would like to use this option and it looks OK when it works properly.

Yes, if you turn on increase contrast, it takes away translucency, giving you a dark, solid dock (as well as dark solid NC and CC).

so far all is well with iOS 7.1. i have not ran into any crashes or bugs. I did a clean install. I also like the new UI tweaks and performance improvements! great job

!I have the same problem (Belgium), my carrier is PROXIMUS but some antennas are named BEL PROXIMUS.
When i have the BEL PROXIMUS, my iphone 5S (white 16bg) is laggy when i try to open any app, freeze 1 sec then the animation begin.
When i turn off 3g sometimes it switch me to another antenna (PROXIMUS) and then everything is fine.
If I use airplane mode, the iphone is very fast too and no more problem...
I tried with my girlfriend SIM (another carrier) and i dont have any problem...
I did 2 clean installs and nothing is working... (sorry if my english isn't good)
My unlock is much slower after updating. The animation seems slower as I mentioned earlier but the Touch ID is taking longer to register too. I'd say there's a good two second delay between when I wake my phone and when the lockscreen goes away.
Anybody else? Do I just need a clean install?

that mean that the problem now with my provider it's conflict and no hope if i changed sim with same provider

With darken colors "on," the pastel blue prompt fonts that you tap on become more of a navy blue and easier to read. I like it. It's subtle, but makes a considerable difference to me....it kind of sharpens the font. With "button shapes" turned on as well, everything seems much more intuitive and you don't have to think as much as to what to tap.
Didn't notice that. It's pretty cool looking tooThe animation when using the home button is different from the one when you pinch to close. The good thing about the second one is you don't have to wait for the animation to finish to use your ipad. Simply swipe left or right during the animation and it will stop.

You don't have to wait for the "pinch to close" animation to finish, so it doesn't really matter if it's slower or not.
I changed my sim today but still the same issue... BUT i found a temp solution
You need to put the network in MANUAL and not AUTO. After choose a network which is not yours Wait 1 min until you havent any network connected and after choose the correct network!
Working for me since 2-3 hours now!
What a difference now on the sound level. Before it was OK, but after 7.1....
After doing a clean fresh reset, not using iTunes, and having issues in not being able to hear the clicking of the phone keypad when pressed with the reset , I inserted my wired headset cable, clicked on a few numbers of the keypad, heard the clicking finally, than removed the cable, and tried again, and Wa La, the sound was way louder as well as hearing my incoming calls. So loud that I had to lower the sound level a bit. Prior to 7.1 I had some sound level issues but no other issues as others have had.
The speed seemed the same as before, and very happy with the update.

Didn't help but do you think there will be fix for that we need to spread the issue may be some one have it and don't know about 3G thing
