8 is likely smart middle-ground update, intentionally added into pipeline during spring/summer.

So, I will presume that 8 was deemed necessary during the summer cluster****, and it likely took little to no effort to develop, given that 8’s form factor was tested in 6/6s/7 and given that 8’s new features were already being tested for X. Little extra work, and essential to ensure that some easier improvements would be accessible to customers via 8, while X kinks continued to be sorted.
Given my time in this ProdDev area, I would further presume that X was planned for release in 2016! But again Cook maintained development of existing form factor as insurance - and that proved necessary. X was not feasible last year, hence we got 7.
Further back still, the original iPhone was planned for years before feasible for release. The iPhone was originally a stand in for the iPad, and was released because it was possibke and because feasible releases are essential to maintain revenue.
