Wrist flick and gestures are working again with .3. Siri seems to work well too.
Are you trying Siri on the phone with the connection being wifi, or via the phone, or via cellular on the watch? I saw a report somewhere else that stated that Watch Siri only works on wifi, or through the phone, and that it doesn't work if you are using the cellular on the watch (no phone or wifi).

My S11 is not cellular. I am still learning its uses, but I’m at home on WiFi. I hit the Siri button on the watch and asked a couple of simple questions and it responded with seemingly correct answers. 🤷‍♂️

So far, with the new Siri on the Ultra 3 every request I ask – like ‘ what’s the temperature in my bedroom or my back garden? It can’t seem to access the data from any HomeKit item. It tries for a while and then says ‘ something went wrong – please try again’.

Also, if I set a timer. It says there’s no clock app installed or I can’t set a timer on this device. Not a great start, Apple.

aw beans beta 3 didn't fix the issue where my watch refuses to acknowledge that it's connected to my phone, so I guess it's time to reset and re-pair after all
 
Rebooted the watch and gave it a little while, and so far it can now access my homeKit data with my voice, still set a timer with Siri as it thinks the apps are missing.

Will give it a little extra time, just in case it’s doing any background indexing.

Timer works for me.
 
Very strange bug then, that’s betas for you 😄
I had a weird Timer bug - I'd ask Siri to start a 3 minute, 30 second timer - it would be displayed correctly, but I'd get a 30 second timer. Every time. Both betas 1 and 2, but b3 fixed it.
You could try removing the clock app from your phone and reinstalling it.

Didn’t think of doing that first; already unpaired it, and will try to set it up again— will see how it goes.

Did a full wipe and setup on my Ultra 3. New Siri works fine with everything else, but it still refuses to set a simple timer when I say "set a timer for 10 minutes". New Siri has no issues going through my emails when I ask for something, through text messages, or turning lights on/off through HomeKit, but not a timer for some reason. Will have to wait until B4 it seems.

It's not as quick as the old Siri at the moment when doing simple requests; it feels about the same as the old watches when Siri sent even the simplest requests from the watch to be processed. B3 on the iPhone, the new Siri is definitely more snappy than it was on B2.

I had this problem and after i reset the watch it could not re-pair. The issue was not actually the watch but the phone. I reset the phone restored from backup - issue was still there. In the end i flashed the IPSW file and setup from scratch - this resolved the issue.

Yeah I can sort of understand why Apple cut so many watches off with the 27 update. It's only the first beta with Siri AI on the watch so I hope in time it smoothes itself out.
 
Just updated last night... Anyone else notice a weird alarm behavior/notification in this latest beta? edit... A restart seems to have fixed the issue I was having.

I wonder if the Siri issue might be because the phone is still "Optimizing"? My phone is still doing this, so I wonder if, until this is completed, Siri will not work as expected? Just a thought. I did use Siri on my phone this morning, and it was faster today than on Beta 2. I will test my Ultra3 with it today and see if I have the same issues. If you submit feedback, attach the number here, and I can add it to mine if I have the same issue.
