So can I activate this phone without any sort of internet connection, or via plugging it in?

Can I essentially take it out of the box, turn it on, and activate it? (after waiting an hour/trying 20x)

You need either Wi-Fi or an internet enabled computer with iTune 10.5

So you can't JUST have the phone and activate it in an alley. Worst case, go to Starbucks, Borders, or McDonald's to steal wi-fi.

Wrong. You can activate over the cellular network.

Ok, so I called AT&T before I turned on my phone to switch the phone lines before I turn on the 4S...she switched the sim and all, told me to turn the phone on and it still showed that it would activate on the old number....not the number I want to activate under....is that server issue as well?
 
exactly how do you "try again"? My 4s just looks like a phone without signal.

Hit the home button and select start over.

I just got back from a local AT&T store trying to activate my phone that came in via UPS. Heres what I found out.

1) AT&T are having MAJOR issues right now.
2) Normal AT&T stores can try to activate the phones but they will not be able to if it isn't already showing up in a queue in their system.
3) Corporate Area HQ stores can activate your phone, but there are huge lines there.

Mine is doing the same thing. The old SIM in my 4 is deactivated, and the 4 I did the upgrade swap with, it's SIM is still active. Confusing.
 
Will it try to activate over 3g? I need to leave my house, so no wifi, but I'd like to take my phone with me to see if I can continue to activate it.

Did you get it activated? I'm guessing 'trying' indicates no.
 
This is fun!! Well, I've been trying to activate via phone and iTunes for a couple hours now. On and off, trying repeatedly, then taking a break. I also tried the old iPhone 4 micro-sim, but that didn't work, just gave the same error as the new sim. So I'm sticking with the new sim for now, and retrying again and again.

I'm probably going to head in to the AT&T store to see if they can make it work in an hour or so (after 1pm local time to try to avoid as much of the line as possible).

No.. No Luck. I just wanted to pass along what the AT&T Rep told me in store. I dont feel like dealing with the lines at the Corporate area HQ, so I'm back to the iTunes attempts.
 
I got as far as, I think, the final step. Now my phone says:

"Your activation is still pending. You will receive an email notification once your activation is complete."

Upgrading from my 3GS, which still has a phone signal. I hope it doesn't take too long as I have things to do and I don't want to have to carry 2 phones for when the activation/swap happens.
 
I moved from AT&T to Verizon back in February and my number transferred before I left the store. This morning I brought my wife's number over to Verizon from AT&T and it has been more than 3 hours and it still hasn't transferred so we are down a phone like the rest you as the number is in limbo because of AT&T's servers. Hopefully get it figured out soon.
