Well seeing as how there is a shortage of chips (and the iPad/iPhone line are apple’s bread and butter) it is easy to see why they would prioritize those (in terms of production and chips) over the Apple Watch.Companies have backup plans for products, it’s not all eggs in one basket and then sit back and hope for the best.
Why do you suspect AW7 was not ready to order like mini 6 or iPhone 13 within announcement week? It’s been pushed to an undefined date for a reason and no one chip production line is not churning out silicon for all iOS devices there are many lines.

It has an LTPO display, but only down to 10Hz (Apple Watch can reach 1Hz, which I guess is the reason why iPhones didn’t get AOD). That “notification area” rumor sounds very sketchy, I hadn’t even heard it, not at least from Gurman et al. Astrophotography wasn’t explicitly mentioned, but you can do it — they even showed one image with long exposure in the keynote.
I’m not saying they didn’t have a high rate of errors this time (esp. with the watch), but many of the rumors they anticipate are way beyond what you can guess with no extra information.

Whether you admit it to yourself or not iPadOS is limited for what Apple’s “what’s a computer?” AD Campaign. iPadOS 15 being the biggest disappointment while I hope iPadOS 16 being the biggest upgrade for 2022. I suspect Apple was waiting for the entire iPad line to receive USB-C (iPad 10th gen will receive it in 2022), before making improvements to Files.app, maybe more like Finder.app.Whats wrong with iPadOS? We’re not all trying to use it as a laptop. As a tablet it’s great.
